GARNAVILLO PUBLIC LIBRARY LIBRARY BOARD MEETING MINUTES

Thursday – September 24, 2026 6:30 PM

ROLL CALL: Present- Lisa Robinson, Matt Meier, Cathy McLane, Sharon Schmelzer, June Wolter and Tiffini Brandt. Absent-Lu Kahle

Citizen Comments: none

SECRETARY REPORT: Motion to approve August minutes was made by Lisa and 2nd By Matt. Motion was unanimously approved.

CITY CLERK BUDGET REPORT: Read and Reviewed

BILLS – REVENUES – TIME CARDS TO SUBMIT TO CITY: End of pay period, Sunday, September 27. Motion by Matt and 2nd by Sharon to approve September bills for payment. Motion was unanimously approved.

OLD BUSINESS:

1. State law HF2490. Updates to Public meetings & record laws: The Board created a Library Administrative Policy. A Motion by Matt and 2nd by Sharon to accept the updated changes. Motion was unanimously approved.

2. Library Hours updates: The Library’s sign with new hours change was made and donated by Auto Tek and a thank-you is being to Sheryl at Auto Tek from the Library.

3. Camera update: The new camera for the library has been purchased for $ 258.94.

NEW BUSINESS:

1. Policy review- LIBRARY WEATHER AND HOLIDAY CLOSING POLICY and Personnel Policy: A motion by Matt and 2nd by Sharon the accept the revised changes to the Library Weather and Holiday Closing Policy. Motion was unanimously approved. A motion by Lisa and a 2nd by Sharon to accept the revised changes to the Library Personnel Policy. Motion was unanimously approved.

2. Volunteer Policy: Motion by Lisa and 2nd by Matt to approve the Student Volunteer Policy and Volunteer application form. Motion was unanimously approved.

3. Laminator machine: The Library’s laminator is starting to make funny noises when it’s used. June said a comparable new laminator would cost around $200.00. A motion was made by Matt and 2nd by Lisa to purchase a new laminator not to exceed $275.00 and to use Enrich Iowa money to pay for the laminator.

4. Time clock ink/ key: The ink in the time clock was changed. The city gave the library a key to unlock the time clock so they didn’t have to a purchase a key for the time clock. The library now has their own key.

5. Library Closed on December 26, 2026 (It’s a Saturday): A motion by Lisa and 2nd by Matt to have the Library closed Saturday December 26, 2026. Motion was unanimously approved.

6. Motion light for back door: The Library requested a motion light for the south side back parking area. The library has a solar motion light that they are going to try and see if this will work to add additional lighting at night.

OTHER BUSINESS: Fall annual Clayton County Librarian Association Meeting, Tuesday – October 20, 2026 at 7 PM. Garnavillo Public Library is the host for this meeting.

Adjourn: With no other business a motion by Lisa and 2nd by Sharon was made to adjourn. Motion was unanimously approved. Meeting adjourned at 7:30 pm
